Treasurer ANDREW FRASER says the information will allow the tax debate to be based on facts.

NSW:Prisoners on the run in NSW
SYDNEY, April 26 AAP - Three prisoners have escaped from a correctional centre in far
northwestern NSW.
The inmates, aged between 18 and 21, were reported missing from the minimum-security
facility at Gongolgon, south of Bourke, about 10.20pm (AEST) on Monday.
Police said the prisoners walked out of the prison wearing grey short-sleeved shirts
and grey track pants.
The three were men all described as being of Aboriginal/Torres Strait Islander appearance.
Matthew James Dewey, is 18, about 160-165cm tall, of medium build, clean shaven, and
with short black hair.
Dylan White, 19, is about 175-180cm tall, of thin build, has short black hair and a goatee beard.
Michael Cook, 21, is about 170-175cm tall, thin, clean shaven, and has short black hair.
Anyone who sees the men is advised not to approach them but to contact Crime Stoppers
on 1800 333 000.

FED:Gillard rejects anthem alternative
CANBERRA, Feb 11 AAP - Prime Minister Julia Gillard won't be backing former Victorian
premier Jeff Kennett's choice for a new national anthem.
But at least Mr Kennett didn't propose the Hawthorn football club song, the ardent
Western Bulldogs supporter joked.
Mr Kennett has nominated the song I am Australian as an alternative to Advance Australia Fair.
Ms Gillard said she understood the emotional resonance of the song, but she didn't
agree that it should replace the national anthem.
The prime minister most recently heard a modified version of 'I am Australian' on Sunday
during a memorial ceremony for the Black Saturday bushfires.
She described it as a song of "great emotional warmth and attachment" for Australians.
"I am at least relieved that he (Mr Kennett) hasn't suggested the Hawthorn club song."

Fed:IMF urges "fine tuning" in curbing housing bubbles
The International Monetary Fund says Australia may need to fine-tune its policies ..
to maintain a delicate balance between curbing housing bubbles and ensuring a solid economic
recovery.
In its latest Global Financial Stability Report the IMF says financial risks across
the world have eased.
The IMF now estimates bank writedowns at 2.5 trillion dollars (AU) .. that's around
half the amount it feared during the depths of the global financial crisis.
But it says booming real estate markets may pose a risk to financial stability as banks
become increasingly vulnerable to a price correction.
The Reserve Bank of Australia has raised the cash rate five times since October.

BRISBANE, Dec 7 AAP - Talks between Prime Minister Kevin Rudd and state and territory
leaders have begun in Brisbane.
Mr Rudd walked with the premiers and chief ministers into Parliament House in Brisbane
on Monday morning for the Council of Australian Governments (COAG) meeting.
At his side was new NSW Premier Kristina Keneally.
Asked about his first face-to-face talks with Ms Keneally since she took on the new
role, Mr Rudd said: "We were talking about the great challenges of COAG, which are faced
by every state and NSW is chief among them."
A post-COAG media conference is expected on Monday around 1.30pm (AEST).

Qld: Ipswich to be first cab off the rank in smoking ban
BRISBANE, April 29 AAP - Ipswich aims to become Queensland's first city to ban smoking
at taxi ranks and bus stops, as well as the city's central mall.
The decision by the southern Queensland regional city follows the introduction to state
parliament last week of new legislation giving councils additional controls over public
smoking.
Ipswich council's policy board spokesman Paul Tully said the move would be welcomed
by most residents who were unhappy with smoking in busy public places.
Mr Tully said residents were being smoked out of public areas because of the actions
of an inconsiderate minority.
The ban will come into effect when the legislation is passed by parliament and the
city council approves a new local law.
"We aim to be the cleanest, healthiest city in Australia and this initiative will reduce
the incidence of smoking in public places around Ipswich," Mr Tully said.

SYDNEY, Dec 25 AAP - About 60 drunken pub patrons started a brawl in Sydney's west
on the verge of Christmas Day.
The police dog squad, Polair, and nearly a dozen squad cars arrived to the Greystanes
Inn in Merrylands Rd about 11.30pm (AEDT) to confront the mob.
Police said no one was injured during the brawl and staff voluntarily shut the pub
around midnight.
Inquiries continue into how the brawl started but no arrests were made.

believe they may be close to solving the mystery of one of three remaining missing servicemen.

They'll be honouring the more than 500 Diggers who died in Australia's longest overseas conflict.
Still unaccounted for are Private DAVID FISHER .. from the Special Air Services Regiment
.. who went missing in September 1969 .. and Pilot Officer ROBERT CARVER and Flying Officer
MICHAEL HERBERT .. both believed killed after their Canberra bomber disappeared in 1970.
The government says fresh investigations with locals and Vietnamese veterans have allowed
investigators to pinpoint a possible location for Private FISHER'S remains.
A defence forensic anthropologist .. an archaeologist .. and several Army historians
.. will conduct a full archaeological dig in the location where FISHER is believed to
have fallen.

CANBERRA, April 10 AAP - The closure of Telstra's CDMA network could again be put on
hold amid concerns regional customers are still being left out of the loop.
Telstra was told in January to delay closure of the CDMA network by three months because
the performance of the Next G platform in the bush was not up to scratch.
The CDMA network was originally due be closed on January 28 but Communications Minister
Stephen Conroy ordered the telco to report back to him by April 28 before any shutdown
could proceed.
With the decision on whether to proceed with the shutdown imminent, the federal opposition
and farmers say efforts must be taken to ensure regional customers are not left without
coverage.
Liberal senator Simon Birmingham is calling for the switchover to be put on hold, saying
there are still issues relating to poor network coverage and reports of customers having
problems swapping to Next G compatible handsets.
"The extent of concerns makes it clear that the transition to Next G has not been an
easy one, and that many people are still not receiving equivalent coverage," Senator Birmingham
said.
"There are enough examples of people being able to make calls on the CDMA network but
not on the Next G network from the same location to suggest there is more work to be done
before it is safe to switch off CDMA."
Effective mobile phone services were particularly critical in regional, rural and remote
communities where pay phones were few and far between, Senator Birmingham said.
The National Farmers Federation (NFF), while not suggesting there should be a further
delay in closing the CDMA network, said there were problems with customers being sold
handsets that were unsuitable for Next G.
"We haven't gone to the stage of calling for another extension. We just want these
current issues fixed."
Senator Conroy said a final decision on whether to close the CDMA network had not yet been made.
"Telstra has submitted a report to (the) government detailing measures taken to ensure
equivalence between CDMA and Next G," he said.
"I am considering the report and will make my next decision as soon as practicable."
He said CDMA closure would depend on him being satisfied that Telstra had comprehensively
addressed the identified problems.

NSW: Woman on child porn charges - police
SYDNEY, Dec 7 AAP - A woman has been charged with child porn and drug offences after
a raid in inner Sydney, police say.
The woman was arrested at a house in Denham St, Surry Hills, at about 6pm (AEDT) yesterday
after police were given a tip-off.
Police said they found still images and movies of child pornography and bestiality at the house.
Ecstasy, amphetamine, LSD were also seized, they said.
The woman was charged with two counts of disseminating child pornography and one count
each of possessing child pornography and supplying an indictable quantity of prohibited
drugs.
She was refused bail to appear at Central Local Court today.

Mr Costello said the underlying measures of inflation have been decelerating over the
past nine months.
"It looks as if the underlying measures of inflation peaked in June 2006 and since
June 2006 the underlying measures have been decelerating," the treasurer said.
"Now the underlying measures of inflation show that we are firmly in our target band
which is two to three per cent."
The producer price index (PPI) was flat, which was good news, he said.
"Inflation is well-contained in the economy, the economy is growing," he said.
"There will be price pressures - we know that coming out of this very, very severe
drought - but in underlying terms, fundamentals are strong."

A Sydney court's been told Croatian intelligence officers asked a Serbian man to falsely
say he saw accused war criminal DRAGAN VASILJKOVIC hitting and slapping prisoners.
Croatia is seeking the extradition of VASILJKOVIC over his alleged involvement in war
crimes between 1991 and 1993.
He's accused of killing civilians .. and instructing others to commit murder .. during
his time as a commander of Serb paramilitary troops.
Serbian mechanical engineer NIKOLA BAJIC today gave evidence to the extradition hearing
.. via telephone from Italy.
He said he'd been arrested at his home .. and was told by two Croatian intelligence
officers he'd be looked after if he gave evidence VASILJKOVIC had abused prisoners.
Mr BAJIC said the officers offered him incentives .. like employment for him and his
wife .. to make the false claims.

SYDNEY, April 10 AAP - Aged care workers will be subjected to mandatory background
checks and surprise visits by the sector's regulator under a $3.7 billion package to reform
the industry.
The changes, to be announced by Minister for Aging Santo Santoro today, are designed
to protect the elderly and improve nursing home standards.
It follows recent revelations of a series of assaults on the elderly, including a series
of sexual assaults in a Victorian nursing home.
Senator Santoro told The Australian newspaper that workers with previous convictions
for sexual or indecent assault or serious assault against vulnerable people would be banned
from working in the sector.
"People with convictions for other offences may also be excluded from working with
older people," he said.
The government was also considering beefing up the powers of the Aged Care Complaints
Resolution Scheme and phasing in more frequent spot checks, Senator Santoro said.

Houston ISD Adopts mPOWER for Teacher Training
For the third year in a row, the Houston Independent School District will use mPOWER to train teachers in its Multimedia Advanced Technology Training Institute. Graduates of the Institute will then serve as mentors at their own and neighboring schools. The FibreAlliance, an open association of Fibre Channel vendors, this week unveils the latest developments in its groundbreaking drive to develop and implement industry standards for managing heterogeneous storage area networks (SANs).
At this week's CeBit 2000 Trade Fair, in Hannover, Germany, one of the industry's most comprehensive trade expositions, the FibreAlliance will announce eight new member companies from across the storage industry. This brings to 40 the number of Fibre Channel suppliers working cooperatively within the FibreAlliance to help their customers deploy and manage effective, interoperable, enterprise-class SANs.
During its first year as an organized coalition, the FibreAlliance has reached significant milestones. For example, the group completed initial work to define common methods for ensuring the interoperability of SAN device management software tools. It submitted the results of this work to the Internet Engineering Task Force (IETF) for standardization. Further, several FibreAlliance member companies are already shipping products that support the interoperability specification developed by the FibreAlliance.

Progress Toward SAN Management Standards
As storage networks grow in size and popularity, so grows the diversity of vendor equipment - such as host and storage systems, switches, hubs, routers and adapters - deployed across a typical storage network. The large number of devices that can exist in a multivendor SAN makes its management complex.
One of the major goals of the FibreAlliance is to design and deploy an SNMP (Simple Network Management Protocol) based Fibre Channel Management Information Base (MIB). A MIB is a group of parameters or variables, whose values define and describe the status of, a network and its components. The Fibre Channel Management Integration MIB provides a common method of managing multiple devices across a heterogeneous storage network.
Phase I of the MIB, completed in mid-1999 and today implemented in the products of many FibreAlliance members, provides system-level information. The FibreAlliance has further agreed on a common method for a network management station (NMS) to launch third-party management applications on the devices by accessing those devices over a common IP-based infrastructure. This method enables those devices to obtain information from their connected devices for retrieval by the NMS.
Phase II of the MIB, also complete, adds the ability to gather topology information directly from the devices (without going through SNMP scans), device port statistics, and heat and other environmental changes to which the SAN is exposed. Phase III will add greater versatility and improved capabilities.
The ability of a storage administrator to display a useful graphic representation of the entire storage network provides an invaluable tool for maximizing efficiency and quickly troubleshooting problems. Maximum reliability and minimum downtime translate to enhanced information access when and where it is needed.
Currently, the MIB is proceeding through the review process of the IETF, the governing body authorized by the American National Standards Institute (ANSI) for SNMP-based MIB standards. The Fibre Channel Management Integration MIB can be viewed at www.ietf.org.

SAN SALVADOR, El Salvador -- The following information was released by the Department of Foreign Affairs and International Trade (Canada):
Canada views the Organization of American States [OAS] as the principal multilateral organization in the Americas and as a crucial venue for cooperation with hemispheric partners in support of effective multilateralism and the pursuit of our shared interests. We were proud to celebrate our 20th anniversary of full membership in the OAS last year and look forward to continuing our active involvement for many years to come.
The topic of citizen security in the Americas is both relevant and timely. As you are all aware, this general assembly marks the third consecutive year in which a security-related topic has been chosen as the theme for the meeting. This focus on security from three consecutive general assembly hosts, as well as the numerous security-related resolutions that will be adopted over the course of this meeting, are a testament to the importance attached by countries throughout the hemisphere to addressing this essential issue.
Indifferent to borders, transnational organized crime--including drug trafficking--is sowing violence and insecurity here in Central America and indeed throughout the region, my own country included. Our hemispheric coordination must improve to meet the challenge.
To this end, Canada is very pleased that the Government of Guatemala will host the International Conference in Support of the Central American Security Strategy later this month. This event constitutes an important opportunity to bring key international donors together with heads of state from the region to identify and coordinate the technical and financial cooperation necessary to address the root causes of crime and violence affecting the region.
Security and human rights constitute two of Canada's priority areas of engagement at the OAS. Enhancing security is also a pillar of Canada's strategy of engagement in the Americas and has been a foreign policy priority for our government since Prime Minister Stephen Harper announced the strategy at the beginning of 2007.
We applaud El Salvador for choosing to focus on citizen security at this year's general assembly, and we look forward to working with all member states to strengthen the ability of the OAS to protect citizens throughout the hemisphere from a broad range of security threats.
To this end, I am very pleased to announce that the Government of Canada will contribute more than $4.9 million in funding through Foreign Affairs and International Trade Canada's Anti-Crime Capacity-Building Program to support the important work that the OAS is doing to enhance security in the hemisphere.
This includes support to the Inter-American Drug Abuse Control Commission [CICAD] Multilateral Evaluation Mechanism, which has been a tool integral to strengthening hemispheric solidarity and multilateral cooperation on the drug control issue, as well as raising awareness on the subject.
Financial resources will also be provided to assist CICAD in the important work that it is doing in the Caribbean, including establishing a Caribbean-wide drug information network, a groundbreaking initiative that will assist participating countries in the formulation of drug policies and programs. Resources will also be provided to establish a Caribbean counter-drug intelligence centre as well as to assist CICAD in conducting training seminars on the investigation of drugs sold over the Internet, a new and rising threat to OAS member states.
Recognizing the importance of addressing both the supply of and the demand for illicit drugs, Canada will also fund CICAD's demand-reduction strategy to address substance abuse, crime and violence in the Caribbean.
Finally, I was very pleased to have been able to witness an agreement signed yesterday by [El Salvador's] Foreign Minister [Hugo] Martinez and [OAS] Secretary General [Jose Miguel] Insulza as part of a new, evidence-based approach to systemic security reform. Over the next three years, Canadian funding will assist the OAS Secretariat for Multidimensional Security in developing, implementing and evaluating an integrated intervention plan with the aim of reducing transnational organized crime in Central America, with El Salvador as the pilot country.
This significant financial contribution to the OAS is an indication of Canada's strong belief in the Organization, particularly in the work of its bodies dedicated to enhancing security in member states. It also reflects Canada's ongoing commitment to modernizing the hemispheric security framework to make it more coherent and increase its effectiveness.
A key component of Canada's work in this regard will be our efforts to reinforce the Inter-American Defense Board's integration into the OAS and to shepherd the Board through the internal reforms and modernization it requires if it is to make a meaningful contribution to enhancing multi-dimensional security in the region.
Canada was very pleased to have been elected chair of the Board, and I believe that I can speak for Lt.-Gen. Guy Thibault, who is with us here today, in stating that he is looking forward to assuming the chairmanship of the Board on July 1 to begin the important work that lies before him.
As we all know, peace and security are ultimately founded on respect for democratic principles and human rights. We have collectively enshrined these principles in the Inter-American Democratic Charter, a landmark achievement that will celebrate its 10th anniversary later this year.
The Inter-American Democratic Charter remains a fundamental point of reference that guides our collective efforts in strengthening democratic governance in the hemisphere. Canada is pleased that this year's resolution on supporting the promotion of democracy in the hemisphere calls for dialogue to continue strengthening the implementation of the tenets of this key document, recognizing the important contributions that civil society organizations can make to this process.
While there is wide acceptance among our member states on the need for democracy as an expression of political will, Canada would like to see a focus in discussions going forward on the practice of democracy. By "practice of democracy," I am referring to the day-to-day functions of our governments as well as the way in which our institutions interact with citizens.
For Canada, this includes elements such as the balance of power between public institutions, freedom of expression, a vibrant civil society, respect for minority rights and minority views, the existence of a free media and respect for a loyal political opposition.
You will understand that as a parliamentarian, I am very sensitive to the role of elected officials and of civil society in a healthy and vibrant democracy.
Canada believes that an open debate on the practice of democracy would be healthy for democracy in the Americas. As a starting point, we should share our experiences in the practice of democracy. Canada suggests that member states consider the creation of a compendium of good practices where we could review and exchange information on what each member considers its national contributions to democratic practices.
We believe that all countries in the hemisphere, including Canada, stand to benefit from a formal exchange and dialogue on best practices related to democratic governance. It is our hope that such a process would also lead toward strengthening the implementation of the Democratic Charter.
Despite advances in democracy over the past couple of decades, political crises still threaten stability in the region. The coup d'etat in Honduras two years ago was not only a major step backward for Honduras, it also threatened the democratic gains we have collectively made in the region.
However, Honduras is well on the path to recovery, with a democratically elected government and a truth and reconciliation commission that has played a critical role in the process of national reconciliation. Despite the fact that President [Porfirio] Lobo has faced tremendous challenges as a result of the 2009 crisis, he has responded constructively to the concerns of both domestic and international actors.
Canada was therefore very pleased to welcome Honduras back to the OAS at the Special General Assembly held last week in Washington, D.C. The reintegration of Honduras into the OAS allows us to benefit from the important contribution that Honduras has to make to this organization and to focus on the other significant hemispheric challenges that warrant our full attention.
These challenges, of course, include the ongoing situation in Haiti. Canada's commitment to Haiti is long-standing, with bilateral programming dating back to 1968. Haiti is currently the largest recipient of Canadian assistance in the Americas.
Canada is committed to supporting Haiti both in the ongoing provision of humanitarian assistance and in longer-term reconstruction efforts. We were a key player in the electoral transition in Haiti, working closely with the OAS, and in the Contact Group of like-minded countries.
We welcome the new government of President [Michel] Martelly and are committed to work with him to address the fundamental needs of the Haitian people. Governance and strengthening the rule of law will be keys to Haiti's future success. Responsibility starts with the political leadership and the elites of the country, who must step up and make Haiti a better place.
Finally, I would like to underscore the urgent need to address the Organization's serious budget deficit and ensure that the OAS can continue to effectively promote our key priorities. To this end, all member states must approach discussions on the budgetary situation and priority-setting exercise with discipline and flexibility, in order to find long-term, sustainable solutions.
Canada, for its part, is committed to promoting the enhanced accountability, transparency, efficiency and effectiveness of the OAS in order to address the key challenges facing the hemisphere.
Through the Canadian International Development Agency, we are supporting a number of initiatives at the OAS to improve its results-based budgeting and management, strategic planning and other business processes.
We will continue to support efforts to put the OAS on a stronger financial footing, notably through leading a multi-year program review and priority-setting exercise aimed at controlling the Organization's mandate load, setting clear budget priorities and implementing austerity measures in order to help address the funding pressures facing the Organization.
However, additional reforms will be necessary to balance the regular budget and put the OAS on a long-term, sustainable financial footing. This will involve difficult decisions regarding OAS activities, but I believe it is an opportunity to revitalize the Organization.
Canada looks forward to working with all member states to reach a consensus on the Organization's priorities, and we stand ready to support the Secretary General and accompany the Secretariat in this important endeavour.
Together, we can reinvigorate the OAS and enable it to address the priority issues facing our hemisphere, including the consolidation of democracy and enhancement of the security of our citizens.

A FOOTBALLER'S court battle to keep his alleged affair secret has provoked one of the biggest acts of civil disobedience in modern times.
The face of the star alleged to have taken out a privacy injunction was yesterday published by a Scots newspaper. Football fans mockingly chanted his name at a match with a worldwide audience. And he was mentioned more than 30,000 times on Twitter, helping to ensure that anyone still unaware of his identity can discover it with a few clicks of a mouse.
The dramatic backlash took its cue from MPs and peers who have spoken against injunctions.
It left judges facing an overwhelming task if they try to maintain the gagging order while preserving any shreds of respect for the courts and their privacy laws.
One MP suggested that only a minority of people have not now heard a name for the Premier League footballer, who was granted a privacy injunction in April which forbade publication of his name or allegations that he had a six-month affair with former Big Brother contestant Imogen Thomas.
Internet speculation on his identity began within a week, was fuelled by an MP who blurted out his name during the recording of a television programme, and was helped along by Miss Thomas, who has complained frequently that she can be named and her reputation has been traduced.
The married footballer responded last week by trying to sue San Francisco-based Twitter to get the names of people who have identified him on the website. The result was a flood of internet speculation, with a name appearing on Twitter at the rate at one point of 160 times a minute.
A BBC journalist fell into the trap of speaking the first syllable of his name on Radio Four's flagship Today programme on Saturday morning, a lapse which encouraged more internet speculation.
The Glasgow-based Sunday Herald yesterday published a picture of the player on its front page, clearly identifiable despite a bar placed over his eyes.
It named him inside the paper and added that his action against Twitter 'raises questions over the future of free speech on social media sites'.
The paper has a circulation of just over 30,000, which means it is likely to be read by between 75,000 and 100,000 people.
The effect of English privacy injunctions in Scotland has been a legal grey area. Scotland has a separate legal system and in the landmark Spycatcher case in 1986, Scottish newspapers ignored English judges and published material from the banned book by a former MI5 agent.
But Scottish newspapers circulate in England and their editors have been careful until now to stick by the letter of privacy injunctions.
The alleged footballer's name and a sexual allegation was chanted by his club's supporters at a Premier League match yesterday. And he was mentioned in connection with the privacy case in the online reference site Wikipedia.
Lib Dem MP John Hemming, who has campaigned against privacy injunctions, said: 'This is an oppressive and sinister farce.' Mr Hemming, who first identified disgraced banker Sir Fred Goodwin in connection with a super-injunction in the Commons, said: 'The judges are trying to reverse the tide of civil disobedience with draconian attempts to suppress the truth.
'But this is now the biggest wave of civil disobedience anyone can remember. There are at least 30,000 people defying the judges on the internet.' He added: 'People are finding that the more you try to suppress something on the internet, the more it is published. Attempts to silence the internet are much more in the interest of the lawyers than the footballers.'
The open defiance of the privacy laws, developed by judges on the back of Labour's Human Rights Act, has mushroomed to unprecedented levels thanks to the internet.
Last week Master of the Rolls Lord Neuberger, backed by Lord Chief Justice Lord Judge, threatened to restrict reporting of Parliament in the attempt to shore up the effectiveness of secrecy injunctions.
The judges are to stage talks with Commons Speaker John Bercow and Lords Speaker Baroness Hayman to try to stop MPs and peers using Parliamentary privilege to name those who have been given injunctions.
Judges have also been told that in future privacy injunctions should ban anyone from gossiping about names involved, and newspapers should pass on the names of all journalists in the know to the lawyers of celebrities with injunctions.
Yesterday Tory MP Douglas Carswell said the law is 'an ass'. He added: 'Mr Bercow should remind the judges that the Commons is elected - and it is their Lordships' appetite for self-aggrandisement that has left them looking asinine.'

Summary: This letter announces the first in a series of webinars presented by Federal Student Aid on the regulatory requirements for institutions that offer educational programs that prepare students for gainful employment in a recognized occupation.

We are pleased to announce the first in a series of webinars designed to provide institutions that participate in the Federal student assistance programs authorized by Title IV of the Higher Education Act of 1965, as amended, with information on new regulatory requirements related to Title IV-eligible educational programs that lead to gainful employment in a recognized occupation (GE Programs). The first webinar to be broadcast on May 25 and 26, 2011 (see below for details) will include information about two components of the gainful employment final regulations published in the Federal Register on October 29, 2010. Those regulations require institutions participating in the student financial assistance programs to report, by October 1, 2011 and once a year thereafter, certain information to the Department about students who are enrolled in GE Programs. The regulations also require that, effective July 1, 2011, institutions provide certain disclosures about each of their gainful employment programs to students and prospective students. The October 29, 2010 regulations also include requirements for the reporting of new gainful employment programs by institutions to the Department. However, as noted below, this first webinar will, in the interest of time, include information on only the reporting and disclosure requirements of the new regulations.
This first webinar will provide information on the definition of a GE Program, the requirements for and the process that will be used to meet the GE Program reporting requirements, and the regulatory requirements related to the disclosure by institutions of information about each of their GE Programs. It is important that financial aid administrators and other campus personnel who will participate in the webinar review the October 29 regulations and the information provided in Dear Colleague Letter GEN-11-10, posted on April 20, 2011 to the Information for Financial Aid Professionals (IFAP) Web site.
Note: As noted, this first webinar will not include information related to the approval process for new GE Programs. Information on that topic will be included in a subsequent webinar. These May webinars will also not include information on the determination of the Title IV student aid eligibility of GE Programs, as proposed in a Notice of Proposed Rulemaking (NPRM) published in the Federal Register on July 26, 2010. The Department is in the process of finalizing those regulations and, once published, we will include information on those provisions in one or more webinars in this series.
Federal Student Aid staff will present this webinar in a 90-minute session offered on Wednesday, May 25, 2011 at 1:30 P.M. (ET) and again on Thursday, May 26, 2011 at 11:00 A.M. (ET).

Net Atlantic Launches Tweeting for School Supply Drive.
Email Service Provider Net Atlantic uses Twitter to ensure that teachers and students have access to vital school supplies.
Salem, Mass. (Vocus) August 27, 2009 -- Email Service Provider Net Atlantic announced today that it will donate supplies to schools in need for every new Twitter follower it receives in September during its month-long Tweeting For School Supply Drive. France - Orange makes mobile music move.
Orange has unveiled a music subscription service that enables users to download music onto their personal computer or mobile phone.
The 'Musique max' service costs Euro 12.00 per month, a price that includes the data traffic charges incurred over the Orange mobile network. Significantly, users do not need to make a long-term commitment to the service. Orange is offering two months of free access to 'Musique max' for all new users that take out a 12 month contract to selected Internet or mobile packages from the launch date of 12th June 2008 until 30th August 2008.
Access is provided to up to 500 music downloads per month from established French labels EMI, Sony BMG, Universal and Warner as well as independent labels Believe and Scorpio Music. Once downloaded, the tracks can be kept for an unlimited time as well as transferred to other digital media including music players and compatible mobiles.

'Musique max' is similar to Vodafone's 'MusicStation'. The latter service also does not require a long term commitment from users and for GBP 1.99 per week allows users to download unlimited music tracks to their mobile phone with data charges included. Omnifone, the provider of 'MusicStation', recently claimed that the service is now the UK's largest digital music subscription service (beating those provided via PC downloads) although no supporting figures were published.
The availability of 'Musique max' comes at a time when several operators, Orange included, are close to launching Apple's 'iPhone 3G' in mid-July 2008. The 'iPhone' with its link to the 'iTunes Store' music service will once again place emphasis on music as a way of generating incremental revenues. Apple is gradually sharing more detail about how its 'iTunes Store' business unit is faring. Net sales in the segment including the 'iTunes Store' grew 35 per cent in 1Q 2008 over the same period last year, but there remains little detailed insight about the level of profitability of this part of the company.
Even if Apple is doing very well out of 'iTunes', there is no doubt that mobile music as a market faces significant challenges with so much digital music distribution and consumption already beyond the control of the traditional purveyors. French operator Bouygues has been particularly dismissive of the opportunity that mobile music brings, arguing that the real opportunity is in related offers such as concert tickets and merchandising.
